If you have an aircraft that you are even "thinking" of buying, I do on-site (one or two day) aircraft survey's to determine: status of maintenance items, engine performance evaluations and general condition of the aircraft and records. the Patriot Act and the Foreign Corrupt Practices Act,  US Customs and Homeland Security, the Federal Aviation Administration, and even the new "Cape Town Convention", requiring both seller and buyer to register with the International Aircraft Registry in Belfast, Ireland.  And since many aviation transactions are international, there are some bureaucratic processes required in order to facilitate a properly documented ownership transfer.
